Exactly. Now that Howard has agreement from the States to enact the 
counter terrorism legislation, he says that there is no guarantee 
that arrests will follow of those involved in the "threat". That is
an operational matter for the federal police etc. Hmmm... someone
is plotting to commit an attack on some place or thing, the laws
are amended to deal with the plotter(s) and ... nothing happens.
