mistake, or decides to adjust it yet again, we'll go thru this all again.

To me, the better way to solve this, would have been to put in a user
settable colander, that you set when DST starts and ends.

My goofy mail program has just that option, so it's all user configurable
no matter where you are, what country you're in, or what local over rides
might happen (Indianapolis doesn't switch to DST right in the middle of
Indiana. Nor does Arizona I believe.
