Yes, basically that's right.  SEAL combined both capabilities, but had/has
some serious problems, particularly in the "file-fix" portion. 
Hatching/processing files for more than one Zone was, to put it mildly,
difficult.  It did okay (and continues to do so on my system) for message
area handling.  I gave up on the file processing section and moved up to
NEF for file processing.  It has both a DOS as well as an OS/2 native
version.  On my system, until I take some more time to rewrite the batch
files into .cmd files, my file and mail processing run in a VDM. (The
system originally ran under DESQview.)
