Who said anything about the City Council? Someone should just do it,
and worry about permission and payment later.
When I lived in Birmingham, England, there was a blacksmith who worked
close to my parents' house. I used to go to him with sketches on scraps
of paper, and he would turn them into solid metal. Having a way to turn
one's dreams into reality makes one a much more practical dreamer.
Next time you see the sundial, take a pencil and a bit of plasticene
and rig up a gnomon. Maybe when people see how simple it is, they will
get around to making a real one.
