I had the same issue, and as I told Mark, I just basically created a table 
named utf8_utf8.chs and specified the ID, version, level parameter, then UTF-8 
for the in and out fields and that was it. Obviously it doesn't need any 
translation if you are already using UTF-8 as your local set.

That seemed to fix my issue with the level parameter being 2 instead of 4, at 
least.
