 No, I can find no Biblical basis for the death penalty, or any
 other penalty, being associated with the "Noahide Laws".

Where are the "Noahide Laws" to be found in the Bible - i.e. where
does God instruct Noah as to these rules? Genesis 9: 4 does forbid
eating flesh with the life thereof ... the blood ... which would
include eating living animals etc. Genesis 9: 6 requires the shedding
of blood by man for those who shed man's blood ... ie murder.

The Noahide sources "on-line" point to extra-Biblical sources for
the "Noahide Laws" - e.g. the "Babylonian Talmud".

Just because people claim that God gave "Noahide Laws" to Noah doesn't
make it so.

Bear in mind the terrible fate that lies ahead for "Mystery Babylon
the Great" at the hands of her lover, the false messiah, the beast
whose number is six hundred threescore and six.
