Although he had lived much of his adult life in the US, including Toledo, he was not a citizen and could have been deported. And as you have learned from this thread, he dropped all legal attempts to avoid deportation in 1989. But no country would accept him except for Cuba. The US had to release him or send him to a terrorist nation with an abysmal human rights record, a nation that the US ambassador to Venezuela said had sent an assassination team to Venezuela to kill him in 1987, a nation that wanted to try him for a crime he had already been acquitted of, a nation that the US has NEVER extradited ANYONE to since Castro came to power.
