 John! there is ""cost elsewhere""  and even not so elsewhere,
 whether problems are approached by governments or by OTHER
 or not approached at all. There is much that is just the
 luck of time & circumstance as to whether some effort will
 turn out good for most of us or bad for most of us.
 Thousands of children die every night from starvation in
 a world full of food. Governments do some little, churches
 & charities do some little....  Who is this mysterious
 """other""" standing up to solve such problems?
 
 Just an anecdotal sample .....I passed by the local
 church (very conservative) and there was not a car on
 the lot less than of the $20,000 plus variety.......!
 lots of "trucky sporties"......a very powerful horde of
 earthly pleasure (necessities)  ...It was very warm for
 our Maryland January and the windows were open; to hear
 the singing............ "while thousands of children will
 die from starvation." Said to myself "bet there's some
 real *good* LOGIC at work here...................
