There is something alse I wish to report.

The mingw versions were never stable with the -C option on my system. Ever so
often it crashes when the config file(s) change. (WIN XP PRO SP3 32 bit)

The static version does not seem to have this problem. To rigourously test it,
I created an event that touches a semaphore file every minutes. In my binkd.cfg
there is this include statement.

include d:\\fido\\binkd\\every5.sema

So binkp reloads the config every 5 minutes. It has been running that way since
this morning. So far so good, no crashes.
