We had a similar problem with Summer Camp this summer. The USA National
Jamboree is late July, and quite a few of our senior adult scouters are going
either as trek leaders or working at the encampment. Add in a few treks to
Philmont, the Canoe Base, Sea Base in Florida, and a few other high adventure
trips and the adults have expended all available vacation time. We had three
troops worth of Scouts with only one adult leader from each of two troops at
summer camp a week ago.

We run it a bit differently here, which may make it easier to participate.
It is run with a few weekday evening meetings and three all-weekend campouts,
a week apart. One course is in the spring (April, right after the water in
the camp is turned on) and one in the fall (October, right before the water
is turned off). I had to get off work a little early on Friday as the camp
where it is held is about an hour and a half drive distant, but did not have
to take any full days from work.
The course is "talked up" at every adult leader function, and in the monthly
newspaper. With so many leaders who have been through the course, it is
almost expected that anyone who is serious as an adult leader participates.
It is not an easy course, but I found it to be a lot of fun, and probably the
greatest group of people I've ever worked with.
