Because it's a Windows-32 program, not a DOS 32-bit program. Windows 95 and
NT are not just pretty shells surrounding DOS, but dramatically different
operating sytems than the good old DOS. In particular, the memory management
of Windows 95 and NT is far superior and JAR, being a "solid" archiver, takes
advantage of these features.

It's a Windows 95 / NT command-line program. Taken from JAR.DOC:

The JAR Win32 version works significantly faster and compresses
better than the DOS version. So in Windows NT and Windows 95, you
should use the Win32 JAR version. In DOS, Windows 3.X and OS/2 -
use the DOS JAR version.
