Well the registered letter won't get picked up. I doubt if he would reply at 
this stage of the game since he has already "disappeared".
Postal Inspectors - well I doubt they are going to do too much for athe 
amount of money involved. BBB to me is a "Sting" operation which looks to get 
dues form "members". In my mind they are virtually worthless.
As for Stockton authorities - my feeling is they won't be too bothered by a 
$40 "fraud".
I feel for you - since I know no one like to get ripped off. And you feel 
"taken" by the BBS community by a bad apple.
Let us know what happens in any event.
