Two answers: 1) It would shorten the story.
2) Too easy.
Well, actually, the real reason would be that using ALL of your
talents in battle takes a certain amount of practice (that's why you
see martial arts students doing "kataas", a series of attacks and
defenses, to practice/program the flow of moves). As Luke hasn't had
all that much practice fighting, it may just not have occurred to him
to do so. And he needs a Master to push him to "practice his
weaknesses", something missing often.

Can we say *SHOCK*? To have this awesomely powerful SLAVE who has
been kissing his whatever for years precipitously jump up and throw
him in a hole while he's throwing around the powers of the universe?
I would be taken somwhat aback myself. =}

Luke is still, at this point, a manual kinda guy and he was working
from rage AND Palpatine had his full attention on Luke. If Luke HAD
sent the light sabre to do it, it would have been a simple task for
the Emperor to turn the digus to slice/dice Luke.
