This is *not* a binary set, Jeff. There are solutions which do not involve
violence from either end. If there is violence, that can still be evaded
non- violently.

Least lethal does not mean torture. People can be blinded (permanently) by
pepper spray. They can die with those prods. That isn't non-letal nor non-
dangerous.
