With linux, you must use a DOS emulator for any DOS programs. This emulator
(dosemu) has been updated to support 64bit Linux distros. So yes, you are able
to run 16bit DOS apps in a 64bit Linux environment.

Windows can't do it natively, but you might be able to get DOSBox (another DOS
emulator, but with a Windows version) to work and run 16bit DOS apps on a 64bit
Windows OS.

Then again, if your BBS/FTN machine doesn't have 4gb RAM or more, you don't
really need to run a 64bit OS at all anyways, and I personally have never
needed anything more than 2gb RAM for my entire BBS/FTN setup(s). YMMV.

Nick
