I believe he means a "competitive market" in education - private
schools that compete with public schools. Probably ought to add the word
secular in there somewhere.

I'm trying to remember the private school system that exists in Hawaii...
it is excellent. The public schools suck, and when I was there they feared
they were about to become crystal meth treatment centers due to high usage
among students.
