That would imply that the start of DST is *always* a week earlier in
Europe than in North America, which I don't think is true. I frequently
make phone calls to England on Sundays. Very often, the UK (and the
rest of Europe) changes time on the same date as we do, but not always.
I have suspected that their rule has something to do with the Equinox.
Maybe it's something like the second Sunday after March 21, which could
be the last Sunday in March or the first one in April. I dunno...
