This is experimental. If the energy savings turn out to be slight, or
if there are other problems (such as an increased number of road
accidents during the morning rush, which will now be partly in
darkness), the change will be reversed next year or the one after.
Back in the 1970s, the US kept Daylight Saving Time year-round for a
year or two. A large increase in morning accidents occurred, so the
change was abandoned. This latest experiment is a compromise. We'll
see...
I wrote a few lines of BASIC, a few months ago, to calculate the dates
of the time-changes according to this new rule. If anyone's interested,
here it is.
