  One of the strongest points made against moving the Elist to the Zone
  2 Elist keeper way back when was the fact that doing so would force
  many people to use routed netmail (email not as prevalent,
  international direct mail more costly, etc.).   There was strong
  protest and the move was to establish some Zone 1 Elist keeper and
  then continue merging the lists of the Z1 keeper and the Z2 keeper.

  We all know that the later thing did not happen and that the Z2 keeper
  packed up his marbles and left without replacement.
