I would imagine so, with the pollution there in Houston. Even San Antonio
has cheaper gas prices, but so far, the EPA hasn't set upon their
pollution, but they will soon enough.

CARB, aka the California Air Resources Board, dictates the formula of all
gasoline sold in CA (there's a winter and summer formula, and nothing
higher than 91 octane)...which is why gasoline in CA costs more than any
of it's neighboring states. The price of gasoline in AZ is usually 30 to
40 cents cheaper.
