 How would you know? There is no real test. Clinton wanted
 national student testing, but the right shot that down as a
 federal intrusion. Bush got federal testing, under No Child Left
 Behind, but the states get to chose what tests to give and set
 the standards for proficiency. So, how do you know?

 Do they? On what list? Where do you see such a list? Remember,
 DC is a city, not a state. Lots of big cities spend more per
 pupil than any state, and DC is not the highest spending city.

 So, how would you know?

 Again, how do you know? Without national testing it's all just
 hot air blowing around.

 Oh, and don't forget, if you don't count your lowest scoring
 students you won't have a meaningful figure anyway. Do both
 states test illegal immigrant children?
