Down under here in New Zealand,  we went into New Zealand Standard 
Time (GMT+13) on 19th March 2006 - and back in DST (GMT + 14) on 
1st October 2006.  Don't know what, if any, sort of rule applies, 
but these were the 3rd Sunday in March and the 1st in October.
