It's the added cost of adding an anticorrosive additive
inj sufficient quantities over a period of many years.

The cost in any given time period would have been diminutive
however the resulting accumulated corrosion has far exceeded
any costs that additive might have attained.

As a result of the oil companies negligence in adaquately maintaining 
their pipelines to as you say optimise their profits they are indeed
once again sticking it to the consumer.
