I would be shocked if you did get a response from 192.168.0.200.

192.168.0.0-192.168.255.255 is reserved by RFC 1918 for private networks
and is supposed to be filtered on the open Internet.  As are
10.0.0.0-10.255.255.255 and 172.16.0.0-172.31.255.255.

(Presuming that you are not connected to The Natural Philosopher's network.)
