It is Unconsitutional on two grounds. First, because it violates the
2nd Amendment. Secondly because it violates Article I, Section 8,
Clause 17:
"{Congress shall have the power} . . . to exercise exclusive
executive legislation in all cases over such District (not
exceeding ten Miles square) as may, by the donation of
particular States, become the Seat of the Government of the
United States . . ."
The DC City Council is unconstitutional.
