That particular sample didn't even contaminate a whole building. The building was
quarantined only on threat of contamination. Open air is quite a bit different.

I'd rather not think how one would transport tons of radioactive material for that
purpose, let alone sowing it among a large area. And it would require tons.
Otherwise, you end up with background radiation. Shale in areas where there
is oil
has a higher level of radiation than normal, BTW.
