At the Victory Day a Krasnodar communist had been fined for 1500 roubles for
laying flowers to the memorial of soldiers killed in the Great Patriotic War
1941-1945.

On May 21, Ivan Chuev, the first secretary of the communist committee in
Krasnodar was sentenced to a fine of 1500 roubles for laying flowers to the
memorial of soldiers-redeemers on May 9 without notifying the local
authority about his intention to do it.

That day official celebration took place in another place of the city, in
Pervomayskaya street, and the mayor of Krasnodar, Tkachenko, participated in
the event. Nevertheless many veterans preferred to come to another memorial,
located in Postovaya street. People gathered there were congratulated by the
deputy of local council Nicolay Ocadchey. This event was considered by the
police as unlawful, unapproved public gathering.

A representative of the Krasnodar's city administration said that the action
really had been unlawful because any notification were given to the city's
authority.

Ivan Chuev, who had been seen as the organizer, said that he disagrees with
the court decision and will appeal it as soon as he gets the official court
paper. Chuev also mentioned that the judge did not hear any witnesses from
his side.
