Nope MAD is not about 2 or 3 nukes. It's about blanketing your enemy (&
he blanketing you) with hydrogen bombs. MAD with bio agents requires either
many many more missiles than H-bombs require or a transmissible/infectious
pathogen. If the latter then chaos theory comes into play & once
released you & yours are just as vulnerable as the enemy.
5 Gal of anthrax is probably less than was on Gruinard.
Dump a load of formaldehyde on the soil & possibly scoop the top level
into an incinerator & the job's done.
If it doesn't get into the air then it's not much of a problem. Gruinard is
not far from the mainland & indeed a town.
It's also worth pointing out that Porton Down has produced a vaccine.
