Thanks... it's one of lifes 'natural' laws... In theory at least, I 
nderstand
that the U.S. and for that matter most democratic governments are bound by
it, almost by definition...
I took your advice myself and re read the US Constitution... and for that
matter a few other items... such as once more thru my favorite the D.o.I..
All I could find in the Constitution was reference to the fact that anything
not claimed as a right under it, was fair game for States to enshrine...
Not one mention of a right to drive a car...  I could not seem to find a
reference to the often claimed right to travel freely... (our friend might
try claiming a free airline flight under that one)... which is mentioned in
several bicycle related groups I've frequented. More research is required

The Declaration of Independence mentions several 'unalienable rights' and

a few... it was those I was trying to define...  but that document was only

steering authority behind first the Articles of Confederation (did I get that
correct) which were replaced by the Constitution, then further amended...
Either way, neither document prohibits laws that protect the PUBLIC from
hazards and dangerous thinking... in fact the D.o.I states LIFE as being
the premiere right... thus if it did indeed lead to the Constitution, then
protection of LIFE would be the prime goal there as well, with all other
rights subservient to that...  Which is in reality, the way it is...
For some reason I can't find my copy of the Canadian Charter of Rights and
Freedoms... a newer document, for comparison...  We have the now infamous
'NOTWITHSTANDING' clause... used by Elijah Harper to mess up the governments
plans to alter our constitution... at Meech Lake... one for the NA side...
