That is because the DOS version of EleBBS does not include a telnet
server. EleServ only supports the Win32 or OS/2 versions of EleBBS.

To run EleBBS/DOS via telnet, you will need a third-party telnet server,
such as Net2BBS which is included with NetFoss. http://netfoss.com
You would configure it the same way as shown in the RemoteAccess
example in the NetFoss docs.
