It may actually be easier than you think, I have just checked and the Maximus 
user record holds 6 fields relating to file up/downloading, 2 for files/K 
uploaded, 2 for files/K downloaded, and 2 for files/K downloaded today! All 
these fields are accessible from within MEX so the DOWNLOAD command would 
only need to check the "today" values before deciding what to do.
