It depends on what you use it for.  For most scripting purposes I find bash
to be the scripting language of choice but for databasing, or the like,
then perl.  For me it depends on the end result.  I don't do much scripting
for apache or any other httpd so php isn't that much of an asset overall. 
I'd imagine if I did then I'd be looking for something suitable to that and
then php might be more attractive.  For the little I do, such as cgi
scripts, then perl is up to the task and I happen to have it close at hand.
 Makes perfect sense to me.
