No it isn't. The density of Titan's atmosphere at the surface is very
similar to Earth's. However, Titan's gravity is only about one-seventh
of Earth's. The mass of the atmosphere per unit surface area is
something like ten times Earth's, which makes the pressure and density
at the surfaces of the two bodies roughly equal.
