It's not, really, but Ben releases files literally every day and is quite
experienced at it, that's the only difference.  Shannon mentioned to me he
hadn't done it in a few years and forgot he'd need to contact me before
delivering your file to make sure the upload permissions were set
correctly... No one needs to monitor their Uploads if their file processor
is set up correctly (Send-only, Receive-From). That's the reason your file
"was refused" .. as would anyone's who uploads any file here via
tick technology.
