Small lap hoops are available and they don't cost much.  I know of several 
folks who do not use a hoop or frame at all, relying instead on lots of 
basting to hold the layers of the quilt together while they do the actual 
quilting.
Come visit the SEW_&_QUILT sometime, that's where most of the quilters hang 
out.  :-)
