In a city, with tall buildings and such, I don't think 5 gallons of anthrax, would disperse well enough to kill 100s of people, let alone thousands. The tendency of the spores is to clump, decreasing the risk of respiratory problems and increasing contact problems. You made me think of a granulated substance that fills the air in Chicago this time of year. When the wind comes from the north or northwest, we'll be treated to the smell of chocolate from Blommer's, a chocolate wholesaler just across the north branch of the Chicago River. You can only smell when the wind comes from a specific direction, and you can't smell it then unless you are in the north part of the Loop.
