You're suggesting the lowest IO or BIOS address controls?
Lower IO port would agree with IDE where the IO port is lower than the SCSI
port in most cases.
BIOS address wouldn't work for IDE which don't use a BIOS address.
You probably are correct for BIOS addresses determining which SCSI controller
drive 0 is booted from.
