It never went into the general population? It killed some little old lady
who did nothing but check her mail. The only reason it didn't kill more
people was because it was contained, they closed the buildings, they
irradiated the contaminated mail, they stopped it.
That was just an ounce or two. Take a 5gal bucket full of the same power,
sprinkle it out of a plane at 1000 ft above a major city, you just created
chernobyl. There is no way to contain it or to clean it up, you just close
off the area and keep people out.
As for the suicidal aspect, seems to me al Qaeda has that covered.
