I think it would be prudent to assume that it is in need of some servicing, 
it could well be that the power supply is indeed not up to snuff or that a 
fault lies in the p.s. or elsewhere causing some loading but not quiet enough 
to blow the fuse (or someone has put on big enough that it cann't blow) ect. 
so what's your move ?
