That sounds pretty bad. Did you uninstall WPwin61 before installing WPwin7? 
Did
you install WPwin7 over WPwin6.1 or separately.
Is Win95 installed correctly  ... (I wouldn't know how to diagnose that :-)
If WPwin7 is like other versions it'll be sensitive to that
Maybe it's time to call support and/or clean _everything_ from your disks and
reinstall from scratch.

Yes I'm trying to say that. I was right w.r.t WP5.1dos, but wrong w.r.t.
WP6.0dos -- there it is Shift-F8,7,1.
There is no "Make-It-Fit" in any (dutch) DOS-version of WP, and MIF is only
supposed to work for blocks in WPwin7 ... I can't test the latter yet ;-)
