More than likely, you will be 16 before your certification card is applied 
for.  You would be operating under a temporary junior certification before 
you are 16.  I would guess your uncle (just guessing of course since I don't 
know him) would release to you your open water card when you turned 16.  For 
liability reasons, he would be asking for trouble if he gave it to you 
oner.
By the way, even with a full open water certification card, there is really 
no difference in what you can do while diving.  I'm not sure what you are 
thinking, but junior open water certification or open water certification, 
you still need to dive with a certified diver.  The junior certification 
requires that the other diver be a parent or guardian that is going to take 
responsibility for you.
