It's not just the amount per se it's how well it's distributed into the
air. Like I say the UK had a Scottish Island which was solid with anthrax
but while you couldn't go on the island you could happily visit it's
neighbours.

No not like starting a nuclear war at all. Like starting a new plague.
Kinda like 40-60% of everyone dies. Not a war at all. African peasants,
Eskimos, Patagonian gauchos, New Yorkers, Londoners, people from Bombay,
Christians, Muslims, Hindus, Buddhists etc.etc all equally at risk.
Normally a weapon is something you can aim. Something like a GM flu is not
a weapon.
