According to your friend Murray Lesser writing in November last year
the C.O.L. Systems BBS closed down some months earlier.
Frank posted fairly recently (19th March) in one of the Usenet groups
(comp.os.os2.programmer.tools) in response to a query about SPM/2
saying a new version of OSRM2 (version 4) was in preparation, he
was looking for alpha/beta testers for it.

He should be able to, he's selling OSRM2 as downloadable buyware from
OS/2 Shareware :-).
ps Another post in the same newsgroup in reply to the query said
that SPM/2 had been withdrawn because it was not Y2K compilant.
