Welcome to the family.  I won't speak for any of the other agencies but I 
know that both YMCA and CMAS would require a junior open water certification 
for someone your age.  Before you get too turned off though it still allows 
you to dive, you just would be required to have a buddy around that had the 
regular open water I certification rating.  Once you get to the correct age 
you would supply dive log information and test out to get your open water I 
certification.
 
****  I have just been advised that you will have to check the national 
standard for these two organizations to determine what their age requirements 
are.  The one's that I quoted earlier hold true in the United States but may 
not be exactly the same in your country. ****
