Apparently so, which I had no idea.

My first assumption was that there was some unwritten policy that if you
had a session password, it would automatically use that as your packet
password.

It appears that DB has been sending packet passwords all along (configured
or not) and other software has been ignoring them - until now.  

I didn't know you had to make adjustments to our connection for Agoranet. 
I didn't know about this until the fsxNet setup and then again with
DoREnet.
