It is a fixed frequency switchmode PWM controller with an error amp, a
pretty stable 5 volt reference, and a pair of uncommited transistor
drivers, plus many other features. It is a "VERY" common PSU circuit.
Another popular controller is the TDA4601 and is often seen in single
ended flyback display psu's.
