Harder to contain truely virulent pathogens. Bio weapons are built/chosen
so as to allow your troops to move through the area afterwards. Holding
territory still involves PBI'es.

Nope coz unless it's in small dust then it ain't getting into the lungs in

Not individual suicidal. Mass suicidal. Global suicidal. e.g. imagine an
engineered smallpox. That's a different kettle of fish entirely. Even worse
imagine a GM flu.
