I don't know if it is SVGA or not.  You may have to check with the
manufacturer.  It had nice color on a Speedstar VGA card before it went south
on me.  If you know how to fix these things, it is still a good deal.  I have
no idea on the shipping cost as I never shipped something this big.  Maybe 
$10?
