Try testing your system from the nearest phone jack to your telco
junction box. Disconnect all other devices from all other house
telephone outlets. Do you actually _hear_ this noise? Dial a 0 or
1 only and listen. Do you hear burps, crackles and pops? If so, it's
usually down to your 'phone company to fix
Restricted bandwidth resulting in low-speed connects is not something
your telco can do much with since they only generally guarantee line
quality capable of providing some 9k6 bps. However, if you can demonstrate
you're unable to get clear faxes, then the telcos seem to jump to that
complaint.

You can ask your telco to switch off your AGC at the exchange or
if your modem allows this, reduce your transmit level to -12dbm

Some telco's do offer to "data condition" a line, but that costs
