John -- I did a quick check.  Graff, in Mexico, Missouri (order number
1-800-531-2666) stocks CB caps, at about $1.80 per 50 (Winchester and
CCI.)  They also sell the Speer practice ammo -- plastic (reloadable)
cases and bullets for about $4.75 for 50.
If you have a .357 or .38 special, the plastic ammo would be a good
choice.  This is reloadable -- you fill a box with newspaper and use
that for a backstop, and you can recover and re-use the bullets.
The only driving force is the primer -- there is no powder.  If you
don't want to spring for the plastic cases, you can make your own by
drilling the flash hole in standard cases a little larger (and marking
the case, so you don't accidentally reload it with a full charge.)
